FÁS, the Training and Employment Authority, was established in January 1988 under the Labour Services Act, 1987. Its functions include the operation of training and employment; the provision of an employment/ recruitment service; an advisory service for industry; and support for co-operative and community-based enterprise. The Board of FÁS is comprised of representatives from trade union, employer and youth interests together with representatives of FÁS employees, The Department of Education, The Department of Finance, Department of Enterprise Trade & Employment, and The Department of Social, Community and Family Affairs. FÁS has a staff of approximately 2,000 and a network of over 49 Employment Service Offices and 20 Training Centres throughout the country. In addition, FÁS International Consulting Limited a subsidiary of FÁS, markets technical expertise in training and employment services internationally. It provides services to overseas customers and has extensive experience of working with the sponsoring international agencies such as United Nations, World Bank, and the European Commission.
